President Muhammadu Buhari has appointed Dr. Habibat Lawal as the acting Secretary to the Government of the Federation. This becomes necessary after the suspension of the SGF Babachir Lawal.
Dr. (Mrs.) Habiba Muda Lawal was born some 54 years ago on the 3rd day of June, 1963. She hails from TORO LGA in Bauchi State. Permanent Secretary federal Ministry of Women Affairs and Social Development.
She attended Gyamzo Primary School, Toro and Federal Government College Kaduna between 1970 – 1976 and 1976 – 1981. She further her studies by attending Ahmadu Bello University Zaria where she bagged her B.Sc and M.Sc and obtained her PhD from Abubakar Tafawa Balewa University, Bauchi in 1997.
She obtained a Professional History Certificate from the University of East Anglia, Norwich, Britain.Dr. Habiba Lawal has served at different time Graduate Assistant, Senior Lecturer, Departmental Exam Officer, Project/Records Officer and Post Graduate Officer at the Abubakar Tafawa Balewa University.

She was the Commissioner of Ministry of Commerce and Industry and later of the Ministry of Culture and Tourism, Bauchi State.
Dr. Habiba Lawal was the Director Planning Research and Statistics, National Centre for Women Development, Abuja and Director of Women Affairs Department, Federal Ministry of Women Affairs.
She is a Fellow of Chemical Society of Nigeria, Fellow of Leadership for Environment and Development (LEAD), Member of Science Association of Nigeria and a member of the Institute of Development Administration.
Following President Buhari sack of 17 Permanent Secretaries in November 2015, she was one of the 18 new Permanent Secretaries appointed. Dr. Habiba Lawal was appointed as the Permanent Secretary of Ministry of Science & Technology.
In August 2016, President approved the redeployment of eight Permanent Secretaries among whom was Dr. Habiba Lawal. She was moved from Ministry Science & Technology to Ecological Funds office (OSGF).
